New Single IRB Review Request Forms

When more than one institution is engaged in a research study, there are times when one institution will cede IRB review to another. Three newly revised request forms have been added to the IRB website related to ceding IRB review.

For BUMC to be the IRB of record:

To request that BUMC be the IRB of record for another institution, a Single IRB Review Request form needs to be completed and attached to the protocol in INSPIR. This form can be attached to section S, or a copy signed by the Principal Investigator can be faxed to the IRB and externally attached to the INSPIR protocol. All of the investigators covered under the Authorization Agreement (including the investigators from Institution B) must be listed in Section A of INSPIR. Also, Section A3b of the INSPIR protocol, must indicate that there is an authorization agreement for the study and Institution B must be selected from the drop-down menu.

Recently, a new version of the Single IRB Review request form was posted on the IRB website. To view this form, please go to www.bumc.bu.edu/irb; click on Research with Other Institutions; then select Click here to download the Single IRB Review Request Form (BUMC is Institution A).

It is important to note that this form is a REQUEST that the institution consider entering into an authorization agreement; the single IRB review request form is NOT an actual authorization agreement. If the BUMC IRB determines that the request is appropriate and the other institution’s IRB agrees, an Institutional IRB Authorization Agreement signed by the Institutional Officials of both institutions is needed. If approved, the signed authorization agreement or other documentation that the agreement was approved will be externally attached to the protocol in INSPIR.

To request that another institution become the IRB of record when investigators from BUMC are engaged in the research:

There is also a new Single IRB Review Request form for situations where more than one institution is engaged in the research and it makes sense for the other institution to be the IRB of record. This form is posted on the same website above under Single IRB Review Request Form (BUMC is Institution B). This request form should be sent to the IRB by email to the IRB Director, Mary Banks (mbanks@bu.edu ). Again, this is a REQUEST for BUMC and the other institution to consider entering into an agreement. This is NOT an actual agreement. If BUMC and the other institution determine that the agreement is appropriate the BUMC investigators will be notified. BUMC investigators may not participate in any human subjects research activities until the agreement has been signed by BOTH parties. BUMC investigators must be up to date on their human subjects training certification and recertification.

For studies that are subject to review by both the BU Charles River Campus IRB and the BUMC IRB:

The CRC-BUMC Request form can also be found on the IRB website. The study PI completes this form and submits it to his/her IRB. The Directors of both IRBs (or their designees) will review the document. They will determine whether single IRB review is appropriate and, if so, which IRB will be the IRB of record. Once the decision has been made, the Principal Investigator will be informed in writing by the IRB to which he/she applied.

NIH Loan Repayment Program - Dec 1, 2008 Deadline

The National Institutes of Health (NIH) will repay your outstanding student loans through its extramural Loan Repayment Programs (LRPs) if you are or will be conducting nonprofit biomedical or behavioral research and meet eligibility requirements. The application cycle for the extramural LRPs opened September 1 and includes programs for Clinical Research, Pediatric Research, Health Disparities Research, Contraception and Infertility Research, and Clinical Research for Individuals from Disadvantaged Backgrounds. Applications will be accepted online until 8:00 PM on December 1, 2008 at www.lrp.nih.gov.

BENEFITS: New LRP contracts are awarded for a two-year period and repay up to $35,000 of qualified educational debt annually. Tax offsets also are provided as an additional benefit. Participants may apply for competitive renewals which are issued for one or two years.

Undergraduate, graduate, medical school, and other health professional school loans qualify for repayment. An NIH grant or other NIH funding is not required to apply for or participate in the LRPs.

ELIGIBILITY: Applicants must possess a doctoral-level degree (except for the Contraception and Infertility Research LRP); be a U.S. citizen or permanent resident; devote 20 hours or more per week to conducting qualified research funded by a university, nonprofit organization, or federal, state, or local government entity; and have qualified educational loan debt equal to or exceeding 20 percent of their institutional base salary.

AWARDS: Each year, some 1,600 research scientists benefit from the more than $70 million NIH invests in their careers through the extramural LRPs. Twenty-six percent of awards are made to individuals within one to five years after receiving their doctoral degree. More than 75 percent of awards go to individuals within 10 years after receiving their doctoral degree. Approximately 40 percent of new applications and 70 percent of renewal applications are funded.
